This list is the engine. The ranking is only as good as what is in here, so build it once and keep it current. Add the agencies you already know, then grow it from LinkedIn, your ATS and the firms your candidates came from. Nothing here is contact data, so there is nothing to breach: it is the firm, what they run, and who the buyer is by role.
